Government Services

PDS has provided Professional Support Services to various government entities since its inception, primarily within the Department of Defense’s Naval Sea Systems Command (NAVSEA) for the last 30+ years. PDS’ Government Services Division specializes in providing Acquisition, Business, and Financial Management services to its clients. PDS senior staff members have between 10 and 40 years of experience supporting DoD programs. Government Services Division employees have degrees in the areas of business, economics, and engineering, and a number of employees have extensive backgrounds in the government, including as civilians and officers in the Department of the Navy (DoN). PDS has the requisite full-time, cleared, employees plus part-time, cleared, consultant personnel to handle all type of workloads, including surges. PDS has worked hard to sustain their excellent reputation for hiring, training, and retaining outstanding employees, resulting in an exceptionally high level of customer satisfaction, as evidenced by the numerous letters of accommodation that have been received from our government clients over the years.

Business and Financial Management

Our PDS staff has extensive hands-on financial management expertise at all stages of the Planning, Programming, Budgeting, and Execution (PPBE) process. PDS Business & Financial Management expertise includes:

Business and Financial Management Idnformation Systems: PDS staff has a strong working knowledge of various government accounting systems such as AUTODOC, DTS, ERP, NDE, NHS, PBIS, PRISMS, R-DOCS, SPS and STARS. PDS is proud to say that it has on its full-time staff one of the lead Navy Enterprise Resource Planning (ERP) instructors commissioned by NAVSEA, who has trained 100s of DoD’s government and contractor personnel on SAP’s ERP business solution software, with a specific focus on the Project and Business Financial Management area. Additionally, all PDS acquisition, business & financial management staff members have successfully completed their requisite Navy ERP training courses and are certified users. Our analysts transact in the system daily, executing funds, processing reports, and perform annual cost planning. As an “off-the-shelf” business solution, the functionality of SAP’s ERP software is largely standard across industries, allowing our experienced users to apply their working knowledge of the system to a broad range of business areas. At the same time, Navy business processes pose a unique challenge for the SAP system, and our analysts continually apply their value-added system knowledge to help meet those challenges and ensure that the Navy’s business processes flow smoothly.

Cost Estimating

PDS approach to cost estimating is to insure that the basic design of the system is optimized for life cycle cost. We employ our project, acquisition, and financial management skills to work with engineers to define logical alternatives and explore the impact on costs. We have developed an array of interrelated in house and commercial cost models that allow us to prepare cost estimates for all phases of the life cycle. Our personnel are experts in the preparation of WBSs and the identification of cost drivers that affect each of the elements in each program phase. We have performed Life Cycle Cost (LCC), Design to Cost (DTC), and Total Ownership Cost (TOC), studies for government and industry clients since our inception.
