Government Services

PDS has provided Professional Support Services to various government entities since its inception, primarily within the Department of Defense’s Naval Sea Systems Command (NAVSEA) for the last 30+ years. PDS’ Government Services Division specializes in providing Acquisition, Business, and Financial Management services to its clients. PDS senior staff members have between 10 and 40 years of experience supporting DoD programs. Government Services Division employees have degrees in the areas of business, economics, and engineering, and a number of employees have extensive backgrounds in the government, including as civilians and officers in the Department of the Navy (DoN). PDS has the requisite full-time, cleared, employees plus part-time, cleared, consultant personnel to handle all type of workloads, including surges. Business and Financial Management

Our PDS staff has extensive hands-on financial management expertise at all stages of the Planning, Programming, Budgeting, and Execution (PPBE) process. PDS Business & Financial Management expertise includes:

• Drafting/coordination of Program Objective Memorandum (POM) issue papers
• Coordination/conduct of Program Allocation Reviews of funding sources, requirements, and endgame completion
• Extensive working knowledge of Foreign Military Sale (FMS), Operations & Maintenance, Navy (O&M,N), Other Procurement, Navy (OP,N), Research, Development, Test & Evaluation, Navy (RDT&E,N), and Shipbuilding and Conversion, Navy (SC,N) appropriations
• Preparation and defense of Budget Exhibits in accordance with DoD and DoN Financial Management Regulations/Policy across multiple appropriations through DoN, the Office of the Secretary of Defense (OSD), and
• Presidential/Congressional budget review cycles, and expert authoring of Deficiency/Reduction Impact Statements and Reclamas
• Preparation of Program and Financial Briefs for all levels of leadership including Congressional Staffers, Resource Sponsors and Program/Project Officers, committee/conference mark-up analysis, and expert authoring of appeal position papers
• Financial execution, monitoring, recording and trend/benchmark analysis across FMS, O&M,N, OP,N, RDT&E,N and SC,N appropriations

Business and Financial Management Idnformation Systems: PDS staff has a strong working knowledge of various government accounting systems such as AUTODOC, DTS, ERP, NDE, NHS, PBIS, PRISMS, R-DOCS, SPS and STARS. PDS is proud to say that it has on its full-time staff one of the lead Navy Enterprise Resource Planning (ERP) instructors commissioned by NAVSEA, who has trained 100s of DoD’s government and contractor personnel on SAP’s ERP business solution software, with a specific focus on the Project and Business Financial Management area. Additionally, all PDS acquisition, business & financial management staff members have successfully completed their requisite Navy ERP training courses and are certified users. Our analysts transact in the system daily, executing funds, processing reports, and perform annual cost planning. As an “off-the-shelf” business solution, the functionality of SAP’s ERP software is largely standard across industries, allowing our experienced users to apply their working knowledge of the system to a broad range of business areas. At the same time, Navy business processes pose a unique challenge for the SAP system, and our analysts continually apply their value-added system knowledge to help meet those challenges and ensure that the Navy’s business processes flow smoothly.

Acquisition Management

PDS acquisition management personnel are intimately familiar with the development of the full range of acquisition documentation and have received training in the latest procurement policies and the Federal Acquisition Regulation (FAR). PDS Acquisition Management expertise includes:

• Assisting in the development of Request for Proposals (RFPs) for competitively awarded contracts and sole source contracts
• Assisting with the preparation of contract documentation including Justification and Authority (J&A) and development of Acquisition Plan (AP) documents for new contracts
• Preparation of contract modifications to provide additional funding and implementation of contract change requirements, tracking of hardware deliveries, reviewing of Engineering Change Proposals (ECPs), and tracking of contract close out documentation and Contract Data Deliverables Requirements (CDRLs)
• Monitoring the status of active contracts including tracking of labor hours, cost and fee expenditures, and contract ceiling limitations against contract expenditures
• Generation of Technical Instructions (TIs) authorizing labor hours, cost, and fixed fee amounts for specific work performed.

Cost Estimating

PDS approach to cost estimating is to insure that the basic design of the system is optimized for life cycle cost. We employ our project, acquisition, and financial management skills to work with engineers to define logical alternatives and explore the impact on costs. We have developed an array of interrelated in house and commercial cost models that allow us to prepare cost estimates for all phases of the life cycle. Our personnel are experts in the preparation of WBSs and the identification of cost drivers that affect each of the elements in each program phase. We have performed Life Cycle Cost (LCC), Design to Cost (DTC), and Total Ownership Cost (TOC), studies for government and industry clients since our inception.
